Suggestion: Maximum supplies houses instead of range for services
I would prefer if services like the tax collector or the market had much more range, and instead a maximum of houses they can service.
This allows more freedome to plan the city instead of trying to find a layout where you can cram as much houses as possible in the range of the services.
